BOARD OF COMMISSIONERS

TRUTH AND TAXATION HEARING

THURSDAY DECEMBER 04, 2003

@5:30 P.M.

The meeting was called to order by Chairman Boler at 5:30 p.m. Commissioners present were Steve Pierce, Jack Potter, Steve Donnelly, and Dan Schmidtke. Also present were James Forshee, Auditor/Treasurer, Scott Higgins, County Coordinator, James Hallstrom, Assessor, and Christine Rupp, Sentinel reporter, and four members of the public.

The CY2004 proposed Higgins presented County Budget to the Board and public. Higgins reviewed the proposed budget expenditures and revenues by Fund. Total proposed expenditures are15, 477,415 and expected revenues $7,621,505. Proposed net tax levy $7, 253,438. Overall, budget increase compared to CY2003 1.1% increase. Overall, net levy increase compared to CY2003 is 4.7% increase.

Hallstrom presented the Payable 2004 Tax Base Analysis.

After the budget presentations, Chairman Boler opened the meeting for public comment. Donald Rudolph, Waverly Township and Martin County Extension Committee member, inquired about the Extension budget stating his concern for the need for part-time help for the County 4-H Program and the Committee Per Diem Expense line item. Higgins stated that additional part-time help was not included in the Extension budget. With no further comments pertaining to the proposed CY2004 budget,

Motion was made by Commissioner Pierce, seconded by Commissioner Donnelly to close the public hearing portion of the Hearing. Carried unanimously. After further Board discussion,

Motion was made by Commissioner Pierce, seconded by Commissioner Potter, Be it Resolved that the Martin County Board of Commissioners has duly held the required Truth and Taxation public hearing and hereby establishes December 16, 2003, at 10:00a.m. to consider final approval and adoption of the County CY2004 Budget.

With no further business to wit, Motion by Commissioner Donnelly, seconded by Commissioner Schmidtke, to adjourn the Truth and Taxation meeting. Carried unanimously.
